Our Impact

Sustainable system change is the primary goal for Stoney Associates, which means our work is focused on impact. What is the best way to craft and implement lasting change? What are the underlying policy, finance and management issues that inhibit sustainable success? What short-term interventions are most likely to leverage long-term change?  

Change is incremental, but keeping an eye on the big idea, the long-term goal, is central to our work. Our clients are often risk-takers, willing to try new ideas. Experience in a large number of diverse states and cities over many years allows us to reflect on what works (or hasn’t), delve into the details that underscore success and use that knowledge to deepen understanding and craft new paths.

Following a career as staff in the New York State Legislature, where she served as Legislative Director for the Task Force on Women’s Issues, Louise Stoney chose to focus exclusively on early care and education policy.

Louise has worked with state and local governments, foundations, national policy organizations, ECE providers, industry intermediaries and child advocacy groups in more than 44 states and cities across the United States.

In partnership with a host of national organizations, Louise helps state policymakers and ECE leaders explore finance and Shared Service strategies, model program costs, revise subsidy policy and rate-setting, re-visit quality standards, craft new approaches to contract and voucher management, and much more.
